Adoption.

Lizzy's adoption worker called:


"Um, there is one issue. Lizzy doesn't have any reason to qualify for Medicaid that I can find in paper work."


Sigh.


Me: "Well, either way we are going through with the adoption. We will just put her on our insurance. If I find any paper work to help you request medicaid for her I will let you know. Besides that lets just keep going."

why is it so different from state to state? Here all foster kids qualify no matter what even after adoption until age 18 or 21.

That's odd. Can you talk to any other foster parents in the area that have adopted in the past year or so? In AZ all kids qualify for the Medicaid until they are 21 I believe - at least that's what I read. I know that our Tank will get it for sure along with his legal fees being covered.
I would think that Lizzy's behavior issues would help her to qualify... Medicaid pays for both medical and mental health/counseling...

My daughter didn't qualify for anything. She was placed at birth, and is clearly African American. However, as we didn't have "proof" of her race (aside from her actual skin!)and she was a "healthy" baby (although she tested + at birth for various drugs), she didn't qualify for medicaid or adoption stipends.

Our daughter did not qualify for a subsidy or Medicaid either. Only those considered special needs, minority, or over age 5 qualify in our state. Didn't matter to us. She's our daughter.

Have a friend in TX, they said her son didn't qualify. Now they are going back and refiling paperwork trying to get it reinstated because he is being tested for some special needs.
Find paperwork! But it is just a minor detail in the big picture.

We got medicaid for none of ours. One of ours was suppose to be blind and mentally impaired and we had paper work from a doctor and another one of ours they could not find an adoptive family because of her breathing treatments she required every 3 to 4 hours. We are now going to try to submit paperwork to Lansing because we heard they are suppose to have something that would help cover expenses our private insurance doesn't if it is a pre existing condition before the adoption. For example in November we went to the after hours for asthma attack $50 co pay plus another $50 for prescriptions, next day emergency room $100 copay, next day specialist $50 co pay then another $100 for prescriptions and then another trip to the after hours clinic at $50. It all adds up. I had to call our agency the first worker never sent the papers and I got a supervisor the next time and he mailed me the papers and was really helpful. I just got the paper from her specialist noting when he first saw her for her condition and that she is still being treated for the same condition. I will let you know what happens. Regardless she is ours and God will provide.

We don't qualify for medicaid unless they are special needs and a white baby under 6 does not qualify for special needs (nor does any single kiddo under 2 unless they have a verifiable disability).

That is precisely why CPS wouldn't get involved to let us have Summer's brother - they would have been on the hook for medicaid and adoption subsidy. Argh.

We knew we'd be declined but we applied anyway. In Texas you need to apply and then be declined to have the ability to address it after the adoption is final. Now that we have been declined if something comes up (both her parents had mental illness) then we can reapply.

We didn't qualify for Title IV-E so we're "non-Title IV-E" at the Colorado state level. The subsidy is deferred meaning we don't get anything unless we can prove a need down the road but we still get Medicaid.

In Colordo, all kids adopted from foster care are considered special needs regardless of age, sex or race.

Don't take the worker's word for it. It does vary state to state but it never hurts to apply, then follow up on any denials or added documentation requests.

Out of the 3 that our family have adopted out of foster care, two have medicaid permanently and the other one was denied in the adoption process. He does have it, but his parents had to qualify for it. They did not have family medical insurance. So they have to yearly qualify.

That one also was diagnosed with autism after placement, but before the adoption was final. They appealed the no medicaid and no subsidy, but the law reads that appeals have to be received within 90 days after placement and he wasn't diagnosed within that 90 days.

Is Lizzy 3? Do I remember that? If so check lots further as it is my understanding that a child is considered hard to place at the age of 3 and would therefore receive adoption subsidy. I know people who have received that for being over 3. I also know that with one of ours the state hurried it through to get the adoption finalized before he turned 3. So I would ask questions about that and then with that I would check to see if medicaid isn't included with that.

she does qualify for subsidy because she is 3 years old...I have a feeling she just needs some tiny bit of paper work to qualify for Medicaid. I may get her "evaluated" myself to see if she is behind or anything to given them the paper work they need.

We requested a "child find" since our kid was under 5. They didn't find anything that would point to being behind developmentally but did tell us a few things we could do to introduce things to her that would bring her up to her peers level.
